What is AB 1263 and how does it affect my purchase?

Assembly Bill 1263, effective January 1, 2026, imposes new requirements on the sale of certain firearm accessories in California. If you're purchasing items classified as "firearm accessories" under Penal Code Section 30515, your purchase will require:

  • Government-issued photo ID — age and identity verification at the time of sale or delivery
  • Signed acknowledgment notice — confirming you understand the legal restrictions on the item
  • Adult signature required — an adult must sign for the package at delivery

For items shipped directly to your home, the shipping address must match the address on your verified ID. Items picked up at 29 Outdoor Gear or transferred through an FFL are verified in person at the dealer — no address matching is required for in-store pickup.

What is SB 704 and how does it affect barrel purchases?

Senate Bill 704, also effective January 1, 2026, requires that all standalone firearm barrels — including partially finished barrels — must be sold through a California-licensed FFL. Barrels cannot be shipped directly to your home. You must purchase through or transfer to a licensed dealer (like 29 Outdoor Gear), appear in person, and pass a DOJ background check.

Which items are affected by AB 1263?

AB 1263 defines "firearm accessories" by reference to Penal Code Section 30515(a). The following items sold on 2Agear.com require ID verification and a signed acknowledgment:

  • Pistol grips (including thumbhole stocks)
  • Folding or telescoping stocks
  • Forward pistol grips
  • Magazines (CA 10-round capacity limits also apply under PC 32310)
  • Parts and tools clearly designed and intended for use in manufacturing firearms
  • Muzzle devices (muzzle brakes and compensators sold in our catalog)

Note: All standalone barrels are additionally subject to SB 704 FFL transfer requirements and must be picked up in person at a licensed dealer.

What items are NOT affected by AB 1263?

The following categories are not classified as "firearm accessories" under AB 1263 and can be purchased and shipped without additional compliance steps:

  • Optics, scopes, and red dot sights
  • Iron sights and backup sights (BUIS)
  • Weapon-mounted lights and lasers
  • Holsters and pouches
  • Cases, range bags, and storage
  • Cleaning supplies and maintenance tools
  • Eye and ear protection
  • Slings and swivels
  • Reloading supplies
  • Targets and training aids
  • Knives, flashlights, and EDC gear
  • Preparedness supplies (food, water, medical)

Can I buy restricted accessories online and have them shipped to me?

Yes, but with additional steps. For items covered by AB 1263, you'll complete ID verification and sign the required acknowledgment notice during checkout. If shipping to your home, the delivery address must match your government-issued photo ID and an adult must sign for the package. If picking up in store, verification is completed in person at 29 Outdoor Gear — no address matching required.

Do barrels need to be transferred through an FFL?

Yes. As of January 1, 2026, all standalone firearm barrels must be sold through a California-licensed FFL. If you purchase a barrel on 2Agear.com, it will need to be picked up at 29 Outdoor Gear in American Canyon where you'll complete the required background check in person.

What about featureless grips and compliance parts?

Featureless grips (like fin grips, Sparrow Dynamics, and Thordsen stocks) and compliance conversion parts are designed to bring your firearm into California compliance. While these items may still fall under the AB 1263 accessory definition because they are grips or stocks, the same ID verification and acknowledgment process applies. The purchase process will guide you through the required steps.

Do I need an FFL for magazines?

No FFL transfer is required for magazines, but California law limits magazine capacity to 10 rounds (Penal Code 32310). Magazine purchases are subject to AB 1263 ID verification and signed acknowledgment requirements. All magazines sold on 2Agear.com are CA-legal capacities.

Do I need a background check to buy ammo?

Yes. California requires an ammunition eligibility check at the point of sale. If you've purchased a firearm in California and are in the DOJ system, this is typically a quick automated check. First-time ammo buyers or those not in the system may need a more detailed eligibility check, which can take longer and requires a valid CA ID or driver's license.

Can I buy ammo online and pick it up in store?

Yes. Purchase ammunition on 2Agear.com and pick it up at 29 Outdoor Gear in American Canyon. The eligibility check will be completed at the time of pickup. Ammunition cannot be shipped directly to your home in California.

Do you sell to law enforcement?

Yes. 29 Outdoor Gear actively serves law enforcement officers and first responders. We carry products and handle transactions that are available exclusively to verified LEO buyers under California exemptions.

What LEO-exempt products are available?

  • Off-roster handguns — firearms not listed on the CA DOJ Certified Handgun roster, available to qualified LEO under Penal Code 32000 exemptions
  • Standard-capacity magazines — magazines exceeding the 10-round civilian limit, available to qualified LEO under PC 32400/32450 exemptions
  • Restricted accessories — flash hiders, threaded barrels, and other items restricted for civilian sale, available to LEO under applicable exemptions

How do I verify my LEO status?

We cannot process LEO-exempt sales remotely or online — verification must be completed in store before any exempt transaction.
